Remedial Action Plan

A Remedial Action Plan (RAP) is a three stage plan that aims to protect and restore Areas of Concern (AOC). AOC is a term used to identify areas on the Great Lakes where the use and enjoyment of the area or its current environmental condition have become impaired and its uses have diminished. Impacts in an AOC may include beach closures, loss of fish, wildlife habitat or biodiversity along with restrictions on the consumption of fish from the specified area.

RAP involves a unique collaboration between State, Provincial and Federal government organizations, with the support of the Bi-National Public Advisory Council (BPAC) and working together with conservation authorities, municipalities, Aboriginal communities, environmental groups, industry, special interest groups, and others to develop and implement the plans. 

Initiated in 1988 as a cooperative venture between the governments of Canada and the United States. In Stage 1 of RAP, a document was prepared that summarized environmental conditions and problem definitions.

A Stage 2 document was released in 2002 in which delisting criteria for the St. Marys River was evaluated and recommendations for future actions were listed.

Currently in Stage 3, the St. Marys River continues to be monitored for confirmation that remedial strategies and restoration initiatives are or have been effective. This process also documents evidence that uses have been restored.

The next St. Marys River Bi-National Public Advisory Committee (BPAC) meeting is being held on Thursday, May 26th, 2011 at 7:00 pm in the Cisler Center at Lake Superior State University, Sault Sainte Marie, Michigan.

The Binational Advisory Council (BPAC) is a citizen’s group made up of members from Canada and the United States. The specific goals of BPAC are to inform the Remedial Action Plan (RAP) Team about public views and opinion and to assist with water use goals, planning methodology, technical data, preferred remedial options, problem identification, plan recommendations, and plan adoption. BPAC is dedicated to ensuring that the river water quality and the ecosystem are improved and protected for all users of the river.
